When I search "Not By" on Google, I get over 40 million results. I know that names this short with this many Google serach results are hard to come by but I'm not sure how much this gives value to a domain.

Not really. Merging two words brings results of how well the two words are branded together and if they aren't branded together doesn't mean they are a bad combination. There are many examples of where the merged word combination gives horrible search results but the name is brilliant. (e.g. PrivatePlane.com)

I disagree that it is useless. High Google results means that people will associate words together. Useless in terms of search results - yes. Association of words together creates some level of brandability as you know that it is easier for a term to be remembered than two words that aren't associated together.
imo this would have to be a niche site...as a resellable name...reg fee...as a fully developed site who knows...from what I see at the auctions...links=$ so put it up and keep adding links...find a subject with low competition and it could do nicely...then as it gets traffic put affiliates on it
