u can unlock successfully b4 60 days all u like..and make whois status show ok...but when u start transfer they will block u.

people just dont get it that its an icann rule.. independent of registrar.. meaning it cannot work on some but not others

it actually appears to be a registry rule in the case of .CO. they state on the go.co website that transfers are not permitted within 60 days of registration, 60 days within a preceding transfer, and one other thing i cannot remember now

i looked at the ICANN rules. its only an explicit requirement within 60 days of registration and it is optional for registrys to implement it under different circumstances. it is all on the ICANN website

of course they would still be doing it. they dont want people jumping around from registrar to registrar every single time a registrar offers a deal...

 i dont care what the registrars say about ICANN policy. i care about what ICANN says ICANN policy. of course registrars are going to blame ICANN when the registrars greedily choose to hold your domains hostage

so end result is same as if icann rule... cause no registrars can allow it cause it's a registry rule...

so .. it's as if icann rule..same end result ...well that ends my offtopic chat on this..case closed..u cant transfr on any registrars b4 60 days up..

anyway the original dilemma was if we can transfer out b4 60 days..the answer is no ...no matter who blocks it.

no, the point is the registrars are preventing it out of greed, even though it is not required of them

no the point is that they are preventing it period.

the question was if we can transfer out b4 60 days.

    not who blocks it why.

yer just asking and answering yer own questions now.

It is NOT a rule since Dec'2016, when ICANN IRTP was updated.
Nowadays it is just OPTION. Registrars MAY use it or not. They are NOT obliged anymore.

p.s. And IRTP is applicable only for gTLDs.
    NOT for ccTLDs.

    .io is Afilias.
All Afilias TLDs are locked for 60 days since registration or transfer, this is their retro policy.

    .co/.in under Neustar.
    Another story at all.

    Regarding Verisign TLDs...
Even here on NamePros was thread that .COM was succesfully transferred to Dynadot and then after ~2 weeks to Uni.

Then how I sold and transferred away from 1and1 .LIFE domain ~40 days old???

p.s. Both mentioned examples happened after December'2016 (NEW IRTP).

And even Dynadot confirmed, they don't prevent the transfer-outs regardless of when initiated.
