Your process for promoting parked page

Can some of you guys tell me the process you go though (eg - step1,2,3) to promote a parked site? Thanks guys!

er, AFAIK, promoting a parked site is against the TOS of every parking provider.

I may be developing these and would like to get them promoted ASAP (as in SE submission)...that kind of promotion.
