Am I way late to finding this out?

Google Apps now offers admins the ability to register their domain with our domain registrar partners. With Google Apps, it’s easy and inexpensive to get a custom domain and start building your organization’s online presence. Now you can manage all of your services and your domain in one single place. Plus, your domain will be automatically configured to work with Google services. It only takes a few minutes to search for a domain, get it registered and up and running with email, chat, and calenda

If your email is powered by Google Apps, can you still build a website of that domain somewhere else in another webhost?

I'm presuming your query was regarding Gmail. Gmail allows POP email, which means that you can have all your emails from your website forwarded to your Gmail account. All you'll need are the Incoming & Outgoing mail server details, which is usually: mail.yourdomainname.com

Hope that helps.
