Wondering if there is a free wordpress theme out there which has a scrolling screen similar to

That's not an iframe.

It's a free WordPress plugin called Featured Content Gallery. More info is here: Featured Content Gallery | WordPress Plugin | by iePlexus

It's included in pretty much every StudioPress theme although you can integrate it in any theme you want.

In case you were wondering it appears that site is using a modified copy of the Streamline theme: Streamline WordPress Theme by StudioPress ...despite their best efforts to hide where the theme came from.

they sell themes very cheap, starting from $20 and most of them have content gliders like that
