news Winning bidder not paying for auction as promised due to travel?

I had sold a lll.in domain in an auction which ended in April end. The buyer said that he was travelling and would pay the amount in a few days time. He kept on changing the date of payment and last promised that he would pay on 6 May 2016.
However till date he has not paid for the auction, and is also not replying. How much longer should I wait for him to pay for the domain name or should I offer the domain name to the next highest bidder?

Send him a Final Notice with time Duration and tell him. if you will not pay within time frame, i will offer this domain to another buyer. .. He's the one who's not fulfilling his commitment. You are Good to offer to someone else ....

Where was the auction? Each platform has guidelines for non-paying bidders
