When I look through ICANN's gTLD application details, some say withdrawn while others say will not proceed.
What exactly does will not proceed mean?
Example: https://gtldresult.icann.org/application-result/applicationstatus/applicationdetails/1508
It doesn't indicate they withdrew it or that it was not approved, I'm puzzled as to what it means and I was not able to find an explanation on ICANN's site.
