Why some countries have .co.xx and not just .xx ?

for example, Pakistan have .pk while Saudi Arabia have .co.sa and why not just .sa?

Each ccTLD has own rules. perhaps soon you will see SA domain names availible for the registration

And3W told what is correct.
i check the website of our country registar .lk. It clearly shows they have there own rules.

The following section describes the names that will not be allowed in the registry.

* The name Sri Lanka in any form(but,anything preceding lanka and following lanka will be allowed. i.e. ABClanka.lk, lankaABC.lk)
* Top level domains (eg. com.lk, co.lk, org.lk, or.lk, net.lk, ne.lk, etc.. ) and proposed new Global Top Level Domains.

so it clearly shows, those .co.xx levels still unlocked.

It's com.au not co.au :p

I think it's better to have .com.au rather than just .au - It means theres more domains to go round, and it just seems to make more sense to me... I know that .com.au is a commercial organisation/company in Australia, and that .gov.au is a going to be a government of Australia website.

We're all used to seeing .com .net .org domains so it makes more sense to just whack your country code on the end to go to a local version of the site you want to visit.

The domain space was traditionally split into a few categories

.com - commercial
.net - redundant
.org - non-profit
.gov - Government
.edu - Educational

so country codes followed with

.co/m.xx - commercial
.org.xx - non-profit
etc

Many ccTLDs that traditionally were only available at the third level are now also available at second level.

Recent examples:
.com.mx => .mx
.co.cr => .cr
.com.pe => .pe

Coming soon: .com.co => .co
etc

Problem with this approach, some names like personal names don't fit .com.au or .org.au. With .au you could avoid the 'category label'.
Of course there is .id.au for individuals just like there is .name.uk but these subTLDs are not popular.

I dont think people really see .com/.net/.org or the .au on the end (in australia anyway) as extra characters to type. People just expect to see this on the end of a domain so they are used to it and just add it on without even thinking.

I think it's better because it categorises the site for you before you even visit it, plus it means that there are more 'good' domains to go around. E.g. insulation.gov.au and insulation.com.au could both be websites - it's less likely that someone needs to have a domain that they don't want.
