Why Bing delay for website index?

Why Bing delay for website index? I did submit url in Bing webmaster tool before 10 days but still bing did not still get index. please suggest some best solution to get index in Bing.

Did you check that the URL isn't blocked by your robots.txt file? Bing will refuse to index it if it's blocked by robots.txt, an X-Robots-Tag header, or a robots meta tag.
