A PDR Reseller appears to be hard to find. I had to go with the existing Reseller (in Russia), because the domain was recently transferred there I have to wait until the transfer lock has expired before I can transfer it, and then ignore my account at that reseller, forevermore.

You want to push the domain between resellers? You can actually do that to bigrock. Some others that might work:

Directi is a bit like BigRock. They are related to PDR but are not one of their resellers. But anyway. It's too late now. I opened an account at the Russian PDR Reseller where the domain is registered. Will transfer out when the domain is un-transfer locked.

Directi, PDR and reseller club are all the same company. There has been confusion over their various names in the past too:

Note that the Russian company estdomains lost their ICANN accreditation years ago and their customers were moved to Directi. It was actually pretty nicely handled unlike the earlier registerfly fiasco.

They are all in the same group of companies, But Directi is definitely not a Reseller of PDR, and I never got a definitive answer from RC. My Russian PDR Reseller, of course had nothing to do with RegisterFly Fiasco, and is only temporary until I can get my domain out of there.

Part of the point of my original post, was actually to point out it was very hard to find any PDR Reseller, other than the one at which my domain was at, which I wanted to move away from.
