Which ccTLD's are open to anyone?

I would like to know which ccTLD's are not bound by restrictions such as "the owner must be a resident" Or "the owner must be a corperation" etc. I would like to know which extensions I am "allowed" to focus on being an aussie with no links to any other country.

The one I am sure that meet your asked is .GD ( very new, many few people use it)

this info is not 100% reliable eg the info re .jp is not accurate ie it is possible to reg a .jp name without Japanese residence.
