Where to get investment for this?

Hello,
I have a question
I have an idea for a website which is (I am sure) unique, and a potential money maker (hundreds of thousands, if not millions). However it may violate UK/USA laws (I live in the UK).
I have been told by a lawyer it would be safer to run the site from a country that does not recognize UK/USA laws.
(by the way, the site is to do with the music industry).

I'm pretty sure the site would require significant investment, for both the creation of the site, and the advertising of it.

Where could I try and seek investment for something like this?
I should also say I am 18 years told, and I do not currently have a steady income, so the banks are not an option.

if it is illegal in the UK then I am sure it is illegal in the European Union as well.

i know there was a site in russia that sold mp3 songs and got shut down - cant remember the address though.
