No. That is Top Sites by Language.
I think by country is not available.
It must be purchase the top 100 list.

It appears Alexa has removed the listings. I used to bookmark the link for my country's Top 100 and now the listing is gone. :o

could be a temporary glitch, they still have russia, china, us, uk etc on the left sidebar - not working tho either
