It might be a custom theme.

The HTML shows vBulletin:
Code:
<html xmlns="http://www.w3.org/1999/xhtml" dir="ltr" lang="en" id="vbulletin_html">

You would have to speak to @Paul Buonopane is my best guest.
Or you can try bbPress.
I check bbPress, it could not do that.

Who is Paul Buonopane?

Thanks Eric!
I thought it was a blog or Wordpress cms.

Is there a same theme on theme marketplace so I can edit from there?

This website is using a Standard theme but customized on any components. namePros has excellent blazing fast because only installed any plugins between 5-13. Try to make a sticky navigation and edit forum as Home and remove home button.

I agree with @bRionZ
It can load slower a bit if compare with namePros but I suppose due to many images on their homepage.

If you developer on forumweb.hosting, I'll suggest you use a proxy or CDN. nP is using an automatic proxy on each image then it will affect to page load and SEO.
may be useful sir.

Can you elaborate this?

You mean we need to use a proxy or CDN to speed up websites' loading?

namepros.com/proxy.php
will automatic use proxy when someone using images from another server, this is really smart and effective.
Code:
https://www.namepros.com/proxy.php?image=https%3A%2F%2Fs3.amazonaws.com%2Fuserdata.youzign.com%2Fwp-content%2Fuploads%2Fx%2F2016%2F09%2F57d180a0cd7b0thumbnail.png&hash=5ad51552f9dbf1e673dcc9ceb0fdc055

Nice ones, I like this and it is useful to have on my own sites.
But seem it is a paid version or function, right?
or I can apply this to any websites if wanted?

Thank bRionZ!

You're welcome sir, I'm happy to share with you.
All website can apply this function. You can easily check it on setting panel if using the same platform with nP.
BTW, what target on your website? Design, SEO, or another thing?

For sure I will check this function because it will be useful for my sites.
But if I used Wordpress for my blogs then how to find this function?

targets on my site? of course is all, design, SEO and the final is traffic, if a website doesn't have traffic, it is not worth for generating revenue.
