Have you previously used one of Porkbun's .com registration promotions? It seems from other threads that it is a total of 3 .com domains that can be registered at discounted registration fees over multiple offers, past and present.

Never seen any provider/registrar offers $1 .com in bulk. It's limited new client or for 1 order.

If I remember it right, the registrars I mentioned above allowed $1 -$1.99 registrations in bulk before except eWallHost (they gave $0.49 for .live though so they might consider doing a low-price promo for .com).
