I've request price for domains more than 10 times in Moniker and everytime they will send the same message to me.

Just send your offer to the registrants e-mail address listed on whois. The worst that can happen is you don't get a response.

I would just send moniker your opening offer, even if it less than the minimum bid and see what happens. You've asked for a price 10 times and they've told you 10 times the owner is willing to listen to offers over $25,000 I'm not sure what more you want from them. I may be reading this wrong, have you requested the price of 1 domain 10 times or the price of 10 different domains? If the latter then I agree something is up and as a first step I would try explaining it to moniker, their support is normally pretty decent and they will probably provide you with the answer

That usually means that the domain owner is UltSearch, so you have little chance of obtaining the domain anyway.
