What's the Snapnames protocol for valuing live auctions?

I noticed that names that no one backorders but snapnames still recieves, they put up for live auction. How do they value these? It seems they require opening bids of anywhere from 9 to 99 dollars... Can anyone shed light on this?

Yes it is random. So domains that are $99 are not really "Better" then the domains that are $9 etc.
