What to do when non-resident has country extension

I am curious what the proper conduct is for confronting someone who is from another country that holds domains that are from another country.

For instance, what happens if a USA resident has .eu domains. Of if someone from Europe has .us domains.

In other words, what happens if the registrant of a country code extension does not have the proper requisites for holding the domain. Do you contact the registrar? The registrant? Do the domains go back into be available to being regged?

Doesn't it cost the person who files the complaint somehow?
And it's not like you'll be the one to get the domains, just because you're the one who files the complaint

I understand that. Really, it isn't worth my time filing a complaint on this guy. The domains will be long gone before anything was to happen to him.
