What to do when non-resident has country extension

I am curious what the proper conduct is for confronting someone who is from another country that holds domains that are from another country.

For instance, what happens if a USA resident has .eu domains. Of if someone from Europe has .us domains.

In other words, what happens if the registrant of a country code extension does not have the proper requisites for holding the domain. Do you contact the registrar? The registrant? Do the domains go back into be available to being regged?

I have come across a person who hold many .us domains who's whois information is not based in the US.

I guess you might be able to 'trigger' an investigation by contacting the registry... the name can ultimately be cancelled if the registrant is not entitled to the names.

although maybe, but remember for instance for someone who lives in canada and owns a hosting business but the server(s) he uses are in the states you are qualified.. you dont have to hold a us address to buy dot us domains.

Based on his whois information, this person does not meet the requirements to hold .us domains. (the domains are parked and not hosted)

i think your not getting it.. you wont be able to see what he does from the whois information.. he may be a us citizen living outside the states.. etc.. so what if the domains are parked.. do some research before you anything else

I have done as much research as I can and all information points that this individual should not be able to reg .us domains. The only thing would be is if he is a US citizen and I do not have a way of getting that information.

Well, I guess you have the rights to report this.
However, I usually will not do this myself because
First, I don't know this person so I don't have any solid proofs and there are a lot of possibilities that the guy is qualified.
Second, there are a lot more to work on in this business to get the domain you want.

So to clarify, it's not because you are concerned with rules and regulations, or that you want to do the right thing to help improve the industry for all of us. It's because you think there is a chance you can profit from the situation by getting the names for yourself.

And you never will.

There are many ways a person can qualify for owning a .US domain, and none of that information will ever show up in a whois report, or be available to the public.

Please be careful what/who you report.

Just for the record, I do believe there is value in abiding by the registry rules; however, I would be lying if I also didn't say some of my motivation is from the idea that I could in fact get the domains.

Domainers should abide by the rules so things like this do not occur. I could have easily pre-regged .eu domains but chose not to because I would be breaching the registry's rules. I am actually surprised that there isn't better oversight of the registries on who is regging the domains.

Fair point but like DB said you have no idea if they are entitled to reg the .us domains there is plenty that would not show in the whois

If the person has them fairly regged, then they have nothing to worry about. It probably doesn't matter even if a complaint would be filed because the guy will have the domains sold before any complaint is even looked at.
