Can the .us extension be pushed to other countries?

I know you need to be a resident of the United States in order to register them but what about pushing them to someone who lives in another country? I have a portfolio of .us names that I'd like to auction and want to know if I should only allow US bidders or if international bidders can also use this extension.

The new registrant must satisfy nexus requirements.
An American expat living overseas would qualify. Being a US resident is not the only way to qualify but probably the most common.
