Currently, you must have a US tax ID or US social security number in order to apply for the YPN program. Your site also should have predominently US traffic. I spoke with a representative from Yahoo at the domain conference in London last week and he says that the YPN prog will soon be extended to more countries.

Yahoo panana is mainly how Yahoo display their ads. Previously they displayed ads on their network solely by highest bid first. Y Panama project is their version of showing ads by bid price X relevency (like google)
