budget around 4$s monthly or so
is godaddy hosting a good choice ?
also preferably if it allows adult warez and such stuff just incase someday got some plans

I don't know about adult plans. But Hostgator, Netfirms etc will give you that specs for the amount you have specified.

I use godaddy, it works fine for me , they changed theri cpanel, so godaddy could be a good choice for you too.
