It would be quite difficult to tell you everything about IDNs in one little post.

So I suggest that you read Wikipedia's entry for IDN first, it will give you a good summary of what IDNs are.

To reply to your last few questions, an IDN can be registered, sold, bought and transfered in the same way as any other domain.

how to register IDN?

go to dynadot (allows tasting) copy and paste/type in non-ascii word into search box, click search. (ascii 0-9 a-z). this will produce/convert word into punycode something like xn--somethingblahblah.com

I assume you are asking about develop, use punycode xn--somethingblahblah.com to setup website just like any other dot .com

once registered at an ICANN accredited IDN registrar(first time requires language tag) then yes to the best of my knowledge you can transfer it.

sorry for the long post, the other links provide more indepth answers. also remember tools are great but IMO "local knowledge rules".
