Kind of an arbitrary question as it literally 'could be' .01 cent if a seller wanted/needed to do so. But basically if one 'could' find one anywhere under 12-15k, that would be a coup.

You want to save money, or make money, registrars are doing the same thing to make money. By making domains expire instead of allowing 45 days grace period. Domains do expires. For example I was away for a few years and never checked my emails.
