Wanted, Directory Site Development

I'm interested in offers from anyone who can build or provide a web hosting directory. The directory should provide for rating of hosts, sponsored listings and for browsers to add a URL.

The site will be used for banner and text advertising.

Please provide links to directories you have already built.

I'm also interested in an arrangement where you install a script for me and then I look for someone else to do the graphics or skin it.
