GoDaddy is holding name. Yes, you can transfer a .de name within Godaddy, I've transferred many, the only thing is you can't change the name and/or organization of the original Registrant but you can change the name and/or organization (if my memory is correct) for the Administrative Contact and Technical Contact. But even though on the Registrant you can't change the name and/or organization, you can change the address, phone, email etc...
