Is it possible for a push at network solutions?

Not transfer but push from one person's account to another person's account?

Yes it is possible. To do so, the new owner logs into his NetSol account and starts a transfer for the name. The seller should make sure the domain is unlocked, then approve the transfer request when he receives it by email.
