I already transferred some domains at the price of 0.54 EUR, I can confirm this,

I think you must go to the following link: register.it/domains/start.html?lang=en
and then transfer your domain, I received an SMS from visa to confirm the amount at 0.54 per domain.

If you register more than 8 domains, the price will be different.

I think that is is right, you must be resident in Europe but for the promo it is not, I registered a domain at 1 Euro and used the offer to transfer some domains at 0.54

You need to be EU resident for both promo's, but they include a few other countries I think from Africa and Asia, but I could not say exactly which one's.
