... how would I become a registrar? If I could I would add a domain rating , registration, pr checker, backlink checker to my site but I dont know how to make any of those, is there a script somewhere?

Reseller programs normally require a $100 deposit, or $100 pa. Becoming a registrar costs several thousand, filing the application costs $2500 alone. (Even if your application fails)
