The idea, I believe, is to put people with opposing ideas in charge. The same opposing ideas that won the election.
These agencies are huge and have grown steadily for the last 16 years and need to be downsized.

There are many examples in different agencies. Gov employees have better pay, benefits, and job protections no-one in the private sector could ever have. At the V.A. they literally get away with murder.
