Because these countries are not democratic, and their leaders are not known for their humanitarian leanings. It's true, they don't care about the other Arabs. Just like they have never really cared about the Palestinians. I wouldn't expect too much from these countries.
Note that I am making a distinction between government and people. It's something you don't seem capable of doing. For instance I think the US government is a criminal entity but I don't hate Americans (even though they did vote for their government and are responsible, something that can't be said about every other nation).
Some refugees have explicitly said they will not go to countries like Saudi Arabia. precisely because of their religious intolerance and rigorous ways. They are fleeing the bombings but also the Islamic terror and intolerance. Afghans are fleeing the Taliban. They are not interested in settling to a place that is ruled by a different breed of Taliban.
Moderate people just don't want to go to Saudi Arabia especially if they are not Sunni Muslims. "Same culture" means nothing. It just means you don't have any.

I personally wouldn't accept that kind of treatment from my government. It is very wrong to treat refugees like potential criminals when they need our help.We are seeing how badly refugees are treated in Greece or Hungary.

Untrue. What is true is that there have been cases of refugees rebelling against police or voicing their anger at mistreatment. It is true that some refugees have refused food but for reasons that are completely different.
