I have also heard (but can't confirm yet) that some state will prosecute if you promote a gambling affiliate program on your website. I'm aware of 1 loophole on that phenomenon -- administer the gambling through a "virtual currency" which is exchangeable for U.S. dollars -- but doesn't appear to be a currency created merely for this purpose.

The best example is the online game Second Life. I highly recommend anyone interested in setting up a gambling operation on U.S. soil look into it. It's a nice way to get around the law -- I did it myself for awhile here in Canada, where online gambling is also illegal
