The 301 redirect for improved PR

Just wanted to know something. Can this 301 redirect thing in the google toolbar to increase pr be done only by the guy who owns the site who wants the pr improved, or anyone.

yes, the one who owns the site...you'll have to add the code only on the htaccess file..
