Can anyone tell me how the starting price is set for domains going through TDNAM?

I'm looking at some domains on TDNAM and see some funny stuff. For instance this domain has an appraisal listed on the tdnam site:

This Domain has a Certified Appraisal
Name: buybrighter.com
Value: $72.00 - $187.00
Certification Date: August 21, 2007



Yet this domain has a starting price of $14,995!

If it's got an appraisal, it must be a privately entered name, so the seller (dreamer!) will have set that price.

TDNAM set the prices for the expired names - how they decide on those prices though is a mystery.

hmm, ok. I thought tdnam was only for names that had expired. I didn't realize you could sell your active domains through them.
