Because of its limited potential as a standalone domain (to me it's a "poor man's" 'channel.tv') and without a development plan, I would have said drop- however because of the premium system there are other factors to consider- As Greg says, if dropped the premium will get increased to some insanely high figure and will most likely sit in the eNom premium list for a long time- whereas the $250pa renewal is a big plus point if you ever resell the domain (and there are clearly interested parties who have already posted in the thread).

So I'd rank your options thus:
1- renew & develop (if you have a plan, of course!)
2- sell cheap before renewal to a domainer who'd happily stump up the $250
3- renew and hold to sell at a later date- someone with a development idea may pay a decent figure as the renewal is (relatively!) low
4- drop, which would probably deny someone who will develop it the chance...
