Some AdSense blocks on page not consistent with keywords/content (some are)

Can someone tell me why some Adsense ad blocks are right-on with the keywords, and some are not? On the following page, the vertical Adsense ad block in column two is about Austria (correct), while the black horizontal ad blog at the top and the horizontal links at the bottom are both about Hawaii?

No other of my articles are doing this?

All ad's seems relevant to your content. if the page is new it takes sometime before 100% related ad's showing up
