Isn't this a clear example of a domain protected by ACPA? Should be an open and shut case as it's clear cybersquatting of a celebrity's name, no? Granted it's an expired domain but regardless..

I'm just curious what the mindset is behind purchasing a domain like this, especially at a relatively premium price for the risk involved.

I would agree, open and shut case.

l doubt someone would fork out that kind of dough for a fan site, though even those could be risky. Are those even still a thing?
