It is a brandable. But not super obvious in what you intend it to mean. When I first read it I was thinking it was a brandable for a smart guy named Joe. After reading your explanation, it makes sense, but it is not going to be readily intuitive. That being said, that is the whole point of branding. But without an obvious recognition by the public of what it represents, it doesn't add much value.

I'd put it at low-mid $xx reseller and somewhere in the $xxx range for enduser, assuming you find one. Brandables can always go higher, but the more narrow the brandable is (outside of strong markets like tech where there is a lot of endusers vying for it), the lower they tend to sell for by using basic supply/demand principles of economics.
