Setting up a Blogging Site

I want to set up a blogging site and be able to add articles when I feel like it. Is there a place where I can get this set up on my domain name and then just update as needed. Like a template that's optimized for "Cement Polishing" and then just start submitting articles daily?

I would be willing to pay someone to set this up, if it's not that expensive. Any suggestions?
