I want a dn that somebody regged three years ago and hasn't done a damn thing with it (which is a shame). The person has less than a year left according to whois so I want to make a move now.

What do I say to this person in an e-mail without sounding like I'm really really interested in the dn (which I am) and without sounding like I have unlimited cash to offer (which I don't)? Has anyone been successful with sending offers out of the blue?

I've had success using a very direct approach, offering a price and requesting a response time. It also doesn't hurt to mention that you are considering other names. For example,

"I am offering $2000 for the domain spikedo.com. If you are interested in selling, please let me know within two days."

Set the price at 75% of your maximum price to leave room for negoitiating. The benefit here is that you get to set the starting point for the negotiations at a level within your price range.

The downside is you're more likely not to hear from the owner at all, than if you used a more passive email like "Hello, I'm inquiring into if the domain spikedo.com is for sale?"
