Scrolling and moving windows seems to make them "lag"

Well I just reformatted my computer and now when i try to scroll with the mouse or use the slider or move any window around it seems to lag. When I try to scroll either way the page lags and so does the mouse. When I scroll it moves the page down a it looks like it is loading like coming down from the top instead of scrolling smoothly.. its like choppy I dont know how to really explain it. And it does pretty much the same thing when I try to move around a window. Does anyone know why its doing this (or even understand what im trying to say)?

This is for any type of window? Make sure you've rebooted your computer recently.

Also you said you did a reformat, so I'm guessing you did a clean install.

This is a wierd issue. I haven't really heard of something like this happening myself. You're running Windows, right?

Yes Windows XP and it happens for any type of window. The most annoying problem ive ever had.

Ok I was sitting here installing my games back on and a few of them couldnt run because I forgot to install my video card after the reformat and I was thinking it may fix the problem and it did. Thanks for your help Rudy.
