Sure.

Many people use email to communicate with suppliers, partners and employees before they launch their website so it could be cost-effective to have email hosting and then a parked page or coming soon page on the A-record of the domain in order to avoid the added expense of full hosting.

I have heard of domain investors using free email accounts for marketed domains to add credibility to outbound sales. I have never tried this, so I can only comment on the possibility.
