I bought an existing domain. The domain is with a Registrar in the EU. The domain was pushed to my account with that Registrar. All the contact fields still show the old owner's information. The Registrar wants 10€ to change the information.

Does ICANN allow them to charge a fee to change the Registrant information in this situation? A domain was moved to my account, but I don't own it.

That's creative.

Does ICANN allow them to charge a fee to change the Registrant information in this situation?

Probably the more accurate question is whether ICANN forbids them from charging a fee in that situation.

B. Availability of Change of Registrant

1. In general, registrants must be permitted to update their registration/Whois data and transfer their registration rights to other registrants freely.

I guess it hinges on what one believes the word "freely" to mean in that sentence.

Go ahead and submit a complaint to ICANN Compliance, and spin the wheel. Is there somewhere on the registrar's website where this charge is specified?

Thanks. I'll contact the Registrar first for their response, before I submit a complaint to ICANN.

I found it buried in their Helpdesk. They claim it's because they need to perform administrative tasks. It's not mentioned in their Terms. There's also nothing saying see our Helpdesk for additional fees.

The issue is if you change the contact info it will lock the domain. If you are having to pay to change the info you might as well just transfer-out instead if possible and get the extra year.

Oh, I understand that. It still depends on what ICANN believes "freely" means in the Transfer Policy.

Any chance we might identify the registrar, now that you have my attention on a 10 euro problem?

It's an .ai domain, so I'd prefer not to have to pay a 2 year renewal now. Plus, I'd have to involve the 'old' owner and hope they don't try to hijack the transfer to get the domain back.

Hostnet.nl. Everything is in Dutch and I have been using Google Translate.

Yeah, you definitely need to get support to solve it keep trying. The fee seems unfair. Given the extension .ai I understand not wanting to pay xxx to move-out. Worse case pay them 10 euros but I'd do everything possible first.

Their charging you to update the info seems abusive, indeed.

That being said, the good news is that, if it turns out that you must pay the fee, the amount isn't too high after all (<12 usd). Of course it's unfair, though.

ICANN doesn’t regulate pricing, but that fee highlights why transparent registrar policies really matter.:xf.wink:

I believe there are some registrars who allow .ai transfers but do not charge to do it (and do not add extra years).

I believe NetSol.com is one of them.

Tierra.net & possibly these guys may be another

Since its a cctld, icann compliance docs doesn't apply to it. You need to contact the registry instead.

Give the man a prize. Best post in the thread. I missed that issue completely.

Go to the head of the class, ICANN transfer policy absolutely does not apply to .ai, and I was 100 percent WRONG.

At the time you responded, it wasn't yet known that it was about an .ai domain, right?

Yep.

A critical fact left out of the OP. On Namepros. Imagine such a thing.
