Recommend best PHP script

I plan to develop a website where people can submit press releases, articles and reviews on publications and books. I do not think I will be allowing people to use the site as web directory for URL submissions.

Which PHP script would you recommend for this purpose? I am looking for something that is powerful and cost effective.
