Really need advice here on a site please help

Hello I do not know if my question belongs in this area but I need help....
I am considering buying this website http://www.munlock.com/
the person wants $5000.00.. (USD)which is way to much.
I know this site has no (pr) and no links. He claims when he uses google adwords (4 dolars aday spend) he gets a average of $500.00-$700.00 a month in sales( I did verify his paypal) actually I signed in with him and saw it.BUT.... my concern is this......
after a long time instant messaging he finally agreed to sell the site for $1,800.00 usd, now if i had a great site and wanted to sell I surely would not drop my price 75% to sell it ( looks to desperate) so, am I missing something here???? or COULD this really be a GOOD deal and I am about to pass it up because I am leary??? he is selling it on ebay( that alone scares me) all the crap on ebay!!! and to make it worse he has "0" feedback and then to make it even more undesirable he lives in denmark so If I bought it and had a problem it is not like I could just call him with out getting a bank loan to pay for the phone calls!!

Is unlocking illegal?
No, it is a common misconception that unlocking your phone is illegal. In fact quite the opposite, it is your consumer right to have your handset unlocked. The networks have to provide you with an unlock code if you request it - but they normally charge around $85 and will insist you pay for all monthly rental in advance for the remainder of your contract.

Is changing IMEI numbers illegal?
Yes! We will not do this for anyone as the mobile phone may be stolen or lost.

This right here from the FAQ's makes me wonder. Unlocking the phone allows you to swap SIM cards (switch the phone to another service). In my opinion this would void your contract. Your contract is a legal obligation between you and the provider.

I wouldn't buy that site for $1,800.00 Why not registering your own new domain and develop it? For example, cellunlock.net is an available nice name for a developed website.

i like the idea of making my own site but where do i go to get the codes to unlock the customers phones?i need a programmer to make the script? any ideas?

for $1800 you could get a coder to do it for you and have it just like you want it.
