Purchasing name from New Ventures Services

I am interested in a name that is currently in the New Ventures Services portfolio. If I understand correctly New Ventures Services is owned/run by Network Solutions.

They list the price for the name in the high 3000's. My questions are
1) are they generally amenable to lower offers
2) are there reputable services that can successfully handle the negotiation?
