Not satisfied with 80% of his banners(in fact I told him to keep upfront payment and banners as well) nor his attitude(after asking for the psd files he replied in a cold manner).
He basic reply in every email we exchanged was "thats what you get with that price"(indeed price was very low $4/banner). Thing is that I didnt ask him for such a low price, I just asked for a quote and he replied.
Most banners were like a color background with a phrase on top :D.

Bottom line: Not recommended.

A banner design questionnaire was sent to Makis. Makis had responded with all answered questions. Banners were designed to how Makis had answered the questions. When the previews were sent to Makis and Makis did not like the results he was offered revisions to make them how he wanted which he declined. There is not much more that can be done when someone denies revisions to make something exactly how they want.
