The domain is not in google's index as it is in parked state right now... When you develop a site on it, the spiders come and indexes your site.

Pagerank is Google's proprietary algorithm to rate websites according to their popularity and content ( 1 to 10, the higher the PR, the better )

If one starts a site on domain which already has some Pagerank, then its easy to make it more popular and attract traffic easily.
