www.Wedelmusic.org has PR6
do not forget www. before the domain.
Another thing is the the seller behavior was very suspicious.: small price, hi didn't check all offers, super fast pm sale(no any auction).
I was interested in the website but checked the whois first and sent a message to the owner(still no answer).

Paypal never return money paid for domains(websites)

I may be, however I believe you could appeal a domain transfer since it can be proven that:

a) He may not even own the domain

b) The domain was never transfered


Just submit a complaint and see what happens.

you can still chargeback paypal if paypal used a credit card you had on account even though paypal class domains as virtual goods.

Ask him to prove the ownership.(to change whois info etc). btw. i sent an email to the email address listed in whois asking if the site is for sale and still have not received any answer.
