I mean can a which is parked and is without any content have a google PR?

Technically 10, but parked domains have only 1 page and leak PR everywhere, so not too high, I'd say achieving PR5 would be an extremely difficult task.

When a lot of pages with PR link to a page, the PR of the page linked to increases.

Yes parked domains can have PR
60% of my parked domains have PR between 2-4
But my highest earning parked domains don't have any PR or backlinks so i don't really make any efforts of having PR on my parked domains...
